The Former President's Progressive Alarm Overlooks The Continent's True Danger: Technological Stagnation.

The recent US security policy document presents a flawed view of Europe. It claims that unrestrained immigration and what it terms "progressive" policies pose an grave risk to European civilization. However, this argument is based on a serious misreading of the situation. The true danger facing the EU is not societal but technological and economic backwardness.

The Stark Growth Gap Between the US and Europe

The data reveal a stark contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry 13.5% growth for the European Union. During this time, European income per person fell from 76.5% to just half of the American figure. Remarkably, even Mississippi now has a greater average income than several leading EU nations like Italy and France.

Currently, roughly 50% of the world’s top fifty technology firms are American, while a mere four are European.

The Technological Shortfall: A Critical Question

This widening disparity stems from superior efficiency gains in the US, fueled by technological innovation and higher total factor productivity. The landscape of world technology leadership is decidedly American. Over the past five decades, hundreds of American startups have scaled into enterprises valued at more than $10bn, versus only fourteen in the European continent.

This disparity prompts a pressing issue: In the race for future industries like AI, semiconductors, and quantum computing, where does the EU positioned? Most analysts concede it is essentially a contest between two between the United States and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Innovation Gap

A number of major reasons account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile network for funding startups. The EU still lacks a true capital markets union, which caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can introduce a service under a single regulatory framework to access a consumer base of over 330 million. The EU, despite a bigger population size, is split among 27 different national regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have started to propose substantial change. Notable reports on European competitiveness and the single market point to the need for major changes.

Given appropriate policies and rule changes, these assets could support much higher levels of commercial innovation.

The continent retains significant advantages: high-quality human capital, excellent schools and universities, and world-class labs. Alongside a vast domestic consumer base and substantial household savings, these foundations could unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in developing next-generation tech, it can still dramatically increase economic output by adopting and adapting advancements from other regions.

An Inflection Point

Europe now faces a decisive moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. However, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible loss of world influence.
